The origin of this expression, often used just to mean "a rare event", is obscure. One suggestion is that it refers to the second occurrence of a new Moon in one calendar month. An alternative explanation is that atmospheric effects may occasionally make the Moon appear blue; a possible cause would be dust in the upper atmosphere from volcanoes or forest fires.
